License-only fallback — 2026-10-13: Standard and Enhanced now have one conditional QCC administrative-license query when the Jinghai license connection/call fails or its circuit is already open. A real internal QCC query returned 100 records against a provider-claimed total of 695; matching used the legal name, not independently verified identity. The original Jinghai failure remains visible. This does not repair the provider's HTTP 404 or extend fallback to all tools. The earlier operating-exception and administrative-penalty adapter repair keeps the total and completeness unknown when totalRecords is absent. Prices are unchanged; neither updated contract has had a funded end-to-end purchase. If the replacement or another required check fails, the whole bundle is not settled. Standard screening, 0.29 USDC / 标准筛查，0.29 USDC. This fixed package covers ten Jinghai-first check dimensions: company details, operating exceptions, administrative penalties, shareholders, registration changes, licenses, tax credit, tax arrears, court hearing notices and judgments. Jinghai lists use only their first provider page and return at most five items. Only licenses have a conditional QCC replacement: one administrative-license query, at most 100 records, separately attributed and explicitly incomplete. There is no automatic pagination or business retry.

Settlement occurs only after the contracted evidence passes validation and the report has been stored. A license transport failure or open circuit permits the single replacement; malformed results or identity conflicts do not. Other required failures or an unsuccessful QCC replacement prevent settlement. The report is available as JSON or Chinese- or English-language HTML and can be recovered without a new provider query. This is a screening report, not complete due diligence, a safety verdict, or a guarantee that the records are exhaustive. An empty result is not proof that no risk exists.

Before any purchase, save a separate random 32-byte hex X-CN-Recovery-Token. The original report can be recovered for 24 hours using POST /free/cn/products/recover, with recovery_token and optional format (json, zh-CN or en) in the JSON body. Never place this private token in a URL. After a timeout or uncertain payment, check the existing order; do not automatically pay again. The new product route is HTTP x402 only, not a new MCP tool.

Use POST /x402/cn/products/{sku}. Read the current contract from the live catalog, then send {"arguments":{"company_name":"企业中文全称"},"contract":"…"}; the QCC single also requires uscc inside arguments. Save X-CN-Recovery-Token before paying. QCC-only orders support JSON recovery; screening orders also support bilingual HTML. These are HTTP x402 products, not newly registered MCP tools.

Version-scoped acceptance / 分版本验收： On 2026-10-12, one owner-funded HTTP purchase of each QCC-priced product under qcc-products-20261012-v1 completed payment, settlement, delivery and free same-order recovery (0.03 and 0.59 USDC). These were internal samples, not customer sales or acceptance of other QCC tools or MCP payment. Commercial availability / 商用可用性： Commercial products use provider account balances, including gifts or credits manually recharged by the owner. They no longer require a 15-minute gift-balance observation or locally imposed aggregate daily/lifetime caps. Per-order scope, reviewed pricing, identity checks, failure protection and accounting checks still apply; provider funds and successful delivery are not guaranteed by discovery or a quote. No automatic recharge, retry or repayment. The separate free QCC pilot retains its gift-only and daily limits. Client update / 客户端更新： The Standard and Enhanced contracts now use screening-license-fallback-20261013-v1; SKU names and prices are unchanged. QCC-only qualifications retain their existing contract. Update the Standard helper and fetch the current contract and availability from the live catalog for a new purchase; do not copy a historical hash or reuse an old payment authorization. A stale contract is rejected with HTTP 409. QCC responses must match the expected legal name; returned USCC is checked when present, but a provider label is not independent corroboration. Only accepted nonempty shapes are delivered; errors, unaccepted empty shapes, identity mismatch or missing required checks prevent settlement. Qualifications return at most 30 records; administrative licenses at most 100. Neither has automatic paging. The official reviewed license price is 3 provider points per call, absorbed within the existing report price, not an added customer charge.
